With the introduction of the 'Occupational Safety and Health Ordinance and Regulations', the need for training Safety Officers for workplaces has become more obvious than ever. The programme is designed to provide students with adequate qualification to register as Safety Officers with the Labour Department HKSAR and is suitable for all professionals, engineers, foremen and management staff of organizations.
Objectives
The programme offers a unique opportunity for learners to study Occupational Safety and Health in a systematic and interactive approach. It aims to provide students with an all-round education on the theory while offering them in-depth knowledge on the strategies to deal with practitioners at various levels, appreciation of science and engineering, occupational safety and health legislation, safety technology, safety management principles and applications, skills of inspection, accident investigation and training.
Professional Recognition
Registered Safety Officer
The programme has been recognized by the Labour Department HKSAR as a Scheduled Qualification for registration as Safety Officer under the Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations. Graduates of this programme with relevant work experience are eligible to apply for registration as 'Registered Safety Officer' in Hong Kong.
Technician Member of IOSH (Tech IOSH)
Upon successful completion of this programme, students will meet the academic requirements for Tech IOSH.
Graduate Member of IOSH (Grad IOSH) & Chartered Member of IOSH (CMIOSH)

Programme Structure
The programme consists of 6 courses totalling 180 hours. Students will be studying 2 courses in each term. The programme structure is summarized as follows:

Occupational Safety and Health Legislation
The course covers an introduction of the legal system of Hong Kong , and in-depth details of the major occupational safety and health legislation and their subsidiary legislation. Upon completion of the course, students will have an understanding of the legislation and will be able to identify safety related offences in their workplaces.

These two courses aim to equip students with the knowledge of common hazards and the relevant control measures. Upon completion of these courses, students will be able to identify the occupational hazards in their workplaces and to make recommendation to eliminate the hazards or reduce the risk.

Safety Management
The course aims at providing students an understanding of the principles of safety management, the legal framework governing the safety management system of workplaces and the common occupational safety management systems adopted in Hong Kong . The safety management system as stipulated in the Factories and Industrial Undertakings (Safety Management) Regulation will be discussed in detail. Upon completion of this course, students will have a general understanding of the principles of safety management and will be able to assist the proprietor to implement the safety management system in their workplaces.

Occupational Health
The course aims at providing students with the knowledge of occupational health and hygiene. It covers physical, chemical and biological hazards, general knowledge in occupational diseases, basic occupational health control measures, and the use of personal protective equipment, etc. Upon completion of the course, students will be able to identify the common occupational health hazards in their workplaces, and to design control measures to eliminate the hazards or reduce the risk.

Practical Knowledge for Safety Officer
The course aims at providing students with the necessary knowledge and skills to discharge their duties as a Safety Officer. Upon completion of the course, students will be able to conduct safety inspection of their workplaces, investigate occupational accidents, and organize and conduct safety training.

- Accident investigation and reporting;
- Safety training;
- Court attendance; and
- Safety audit, etc.

Medium of Instruction
The programme will be delivered in Cantonese supplemented with English while the learning material and examination will be in English.
Duration and Mode of Study
9 months part-time
Teaching and Learning
The programme is conducted through face-to-face teaching by a team of well-qualified and experienced practicing professionals from the industries. Interactive activities such as focused discussion, sharing session and site visit are very much emphasized for effective learning in this programme. Comprehensive learning material will be provided to students in each course to enhance effective learning. Besides, students are also provided with access to the SCE Resource Library.
Attendance Requirement
An attendance of 75% is required for each course.
Assessment Method
Students are required to sit for a written examination at the end of each course.
Award
Students who have obtained a passing grade and satisfied the attendance requirement in each course will be awarded the Professional Diploma in Occupational Safety and Health issued by the School of Continuing Education , Hong Kong Baptist University.
Fees
Application Fee: HK$120
Tuition Fee: $18,000 to be paid in three equal instalments.

Course Schedule and Venue
Classes will be held on Monday and Wednesday (for July 2012 Intake), from 6:45 pm to 9:45 pm, at Hong Kong Baptist University Kowloon Tong campus.
Minimum Entry Requirements
- A Certificate in science related discipline or equivalent; OR
- Completion of Form 7; OR
- Aged 23 or above, preferably with 5 years' relevant work experience.
Continuing Education Fund
This programme has been included in the list of reimbursable courses for Continuing Education Fund (CEF) purposes. The CEF course code of this programme is 25F02416-5. Eligible applicant will be reimbursed 80% of the paid tuition fee, up to a maximum sum of $10,000 (http://www.sfaa.gov.hk/cef).
