Aims

The programme is designed to provide high quality training for practitioners who desire to reinforce occupational safety & health knowledge and skills, and those who intend to pursue a qualification as registered Safety Officers with the Labour Department, HKSAR. It covers topics in key areas of occupational safety and health legislations, safety technology, common hazards and relevant control measures, principles of safety management and applications, safety inspection skills, accident investigation, and training.

Professional Recognition

Registered Safety Officer

The programme has been recognized by the Labour Department HKSAR as a Scheduled Qualification for registration as Safety Officer under the Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations. Graduates of this programme with relevant work experience are eligible to apply for registration as 'Registered Safety Officer' in Hong Kong.

Associate Member of IOSH (AIOSH)

Upon successful completion of this programme, students are eligible to apply for the membership of AIOSH.

Graduate Member of IOSH (Grad IOSH) & Chartered Member of IOSH (CMIOSH)

Programme Structure

The programme consists of 6 courses totalling 210 hours. Students will be studying 2 courses in each term. The programme structure is summarized as follows:

Occupational Safety and Health Legislation

Whilst introducing the legal system in Hong Kong and exploring both the interpretation and application of its relevant ordinances, this course covers the essential legislations that govern the occupational safety and health practice in Hong Kong, which includes the Occupational Safety and Health Ordinance, the Factories and Industrial Undertakings Ordinance and their subsidiary legislation.? Emphasis will be placed on understanding of the regulations in a broader perspective.? The minimum legal requirements of an effective safety management system for an organization will also be highlighted.

Hazards are inherent to almost all work related activities which cover different scopes of the workplace, and thus, giving the concept of hazard identification and risk reduction essential.? These courses aim to equip students with knowledge of common hazards in workplaces and the relevant control measures.? Based on the legal requirements, risk levels and prevalence in Hong Kong, specific hazardous areas are selected and addressed in these courses.? Case studies of common safety problems, legislations governing the problems and preventive measures are also explored.

  5. Lifting operations, etc.

Safety Management

Occupational safety and health issues are usually intrigued with a wide range of factors, which involve not only the physical condition of the workplace, but also the management procedures, guidelines, policies, and human behaviours. This course provides an in-depth understanding of the principles of safety management, the legal framework governing the safety management system of the workplace, and the common occupational safety management systems adopted in Hong Kong.? Acquiring these essential concepts and techniques, students would be able to develop an effective occupational safety and health management system.

Occupational Health

Occupational health is the promotion and maintenance of the highest degree of physical, mental and social well-being of employees in all occupations in order to prevent risks. ?Covering the topics of physical, chemical and biological hazards, occupational disease, occupational health monitoring equipment, and personal protective equipment, this course aims to provide a broad knowledge of occupational health and hygiene.? There will be ample opportunities for experience sharing of effective control measures to eliminate different occupational health hazards.

OSH3600

Practical Knowledge for Safety Officer

Safety Officers play a significant role in ensuring the occupational safety and health performance of an organization in a number of proactive measures such as safety inspection, safety trainings, safety audits and safety plans.? The statutory duties in their course of work can be effectively performed should the Safety Officers possess a solid foundation on both theoretical knowledge and practical skills. This course equips students with the necessary knowledge and skills to effectively discharge their duties as registered Safety Officers.

  1. Accident investigation and reporting;
  2. Court attendance;
  3. Safety inspection and reporting;
  4. Safety training technique; and
  5. Safety audit, etc.

Teaching and Learning

The programme is conducted through face-to-face teaching by a team of well-qualified and experienced practicing professionals from the industries. Interactive activities such as focused discussion, sharing session and site visit are very much emphasized for effective learning in this programme. Comprehensive learning material will be provided to students in each course to enhance effective learning. Besides, students are also provided with access to the SCE Resource Library.

Assessment

Students' performance will be gauged mainly by examination. Certain courses will be assessed by examination and case study/course project.

Attendance

An attendance of 75% is required for each course.

Awards

Students who have obtained a passing grade and satisfied the attendance requirement in each course will be awarded the Professional Diploma in Occupational Safety and Health issued by the School of Continuing Education , Hong Kong Baptist University.

Fees

Application Fee: HK$120
Tuition Fee: HK$21,600 to be paid in three equal instalments.
Fees are subject to change without prior notice and are non-refundable except for cancellation of programme.

Programme Schedule and Venue

Classes will be held on weekday evenings from 6:45 pm to 9:45 pm, at Hong Kong Baptist University Kowloon Tong campus.

Minimum Entry Requirements

  1. Level 2 in five HKDSE subjects including English and Chinese (and up to 2 APL subjects) or equivalent; OR
  2. Successful completion of Yi Jin Diploma; OR
  3. Holder of a relevant school of Continuing Education(SCE) Diploma or Certificate or equivalent; OR
  4. Aged 21 or above, preferably with 3 years relevant work experience.

Continuing Education Fund

This programme has been included in the list of reimbursable courses for Continuing Education Fund (CEF) purposes. The CEF course code of this programme is 25F02416-5. Eligible applicant will be reimbursed 80% of the paid tuition fee, up to a maximum sum of $10,000 (http://www.wfsfaa.gov.hk/cef).
