Through the professional conduct of the programme's graduates, the economy of Hong Kong will be benefited by stimulating the adoption of international best practice in purchasing and supply management.
Upon successful completion of the Professional Certificate in Purchasing and Supply, students are fully exempted from the educational requirements for the Associate Membership of the Institute of Purchasing & Supply of Hong Kong. The aim of this course is to provide knowledge and understanding of the main strategic and operational concepts in the current and developing practices of merchandise management.
The business environment today is characterized by increasing turbulence and competitive activity. Nowhere is this truer than within the retail environment. Rapid developments in information technology and telecommunications are helping create more sophisticated and demanding consumers. As a result product life-cycles are becoming shorter and the rate of new product development is increasing. Retailers are becoming ever larger and more powerful and often offer a range of services other than the supply of tangible consumer products. Retailer's own brands are gaining market share and in many categories are challenging the brand leaders. As a result of these pressures the role of the retail buyer is also developing and becoming more professional. This unit will provide students with the opportunity to explore retail buying and product management. Topics include:

Supplier and Customer Relationship ManagementCEF Course Code
This course is designed to provide an in-depth understanding of the supplier-customer relationship in purchasing management. After a general analysis of the strategic and interactive nature of supplier-customer relationship, students will examine further this relationship from a socio-economic perspective. Attention will also be given to its application in various real life purchasing situation.
Purchasing and supply is concerned with making available goods and services from external providers to meet the needs of internal and external customers. In undertaking the activities necessary to achieve this availability, interactions take place between functional staff, suppliers and customers. These interactions take many forms, from the straight-forward exchange transaction of simple buying or selling, to long-term strategic alliances between organizations with complementary resources and goals. Developing concepts such as supply chain management and value stream analysis recognize the fact that many interactions do not exist in isolation, but form part of a longer series of relationships beginning at the origin of primary ideas or materials, and ending with the satisfaction of the needs or wishes of the ultimate consumer. This syllabus contributes to the overall scheme by providing insights into the developing recognition of the importance of supplier and customer relationships, and the need to develop and adopt appropriate strategies and policies. The planning, direction, assessment and control of relationships are also considered. Topics include:

Product Quality & Safety and Corporate Social Responsibility
This course aims at developing students’ analytical skill in handling real life purchasing and supply problems in relation to product quality & safety and their association with the company policy on corporate social responsibility (CSR). Organizations in the public and private sectors are confronted by a wide range of purchasing and supply chain problems on the quality such as the growing concern on product recalls. It is therefore vital to have professional managers who can develop practical solutions to deal with everyday procurement problems on product quality and safety. Purchasing managers have the responsibility to influence their management on the establishment of sound company policies including the Corporate Social Responsibility (CSR). Addressing corporate responsibility issues strategically requires an understanding that the issues occur at multiple stages of company’s value chain (supply chain), and consequently must be managed across organizational boundaries. Topics include:
- Product Quality;
- Product Safety;
- Product Quality and Safety in Practice;
- Product Recalls;
- Corporate Social Responsibility (CSR);
- Measuring CSR;
- CSR and Supply Chain; and
- Strategic Planning and Management.
